Alright, so in truth Shiro is not a robot, but a human who cruely was modeled into a 'persocon' with his special "angel" powers for this task.
Actually, I'm thinking more along the lines of Steel Angel Kurumi (Koutetsu Tenshi Kurumi), where special androids called Steel Angels are powered by 'hearts' infused with the divine power of angels, giving the Steel Angels incredible strength and agility.
Or do you mean that Shiro is a cyborg - a human brain in a persocon body that's designed to still allow him to use (or possibly even
enhance) his 'celestial' powers? (I'm guessing that he's another one of those reincarnated celestial beings that seem so common in Ayashi no Ceres?) In that case, he would probably have been an agent who used to work for Kenshin's father.
If that's the case, then would Shiro remember his previous existence as a human, or would even he believe that he's just a persocon unless his hidden directives require him to take action against Nanoka? There could be blank spots in Shiro's memory when he thinks he was charging, but his hidden personality uses the downtime to get in touch with Kenshin's father to make a report and receive further orders.

Accidently on Nanoka's 16th birthday Makie will remember her true nature!
This reminds me of Scrapped Princess, where it's been prophesied that the main character, Pacifica, will destroy the world when she turns 16...
Maybe Zenzo has just always been a physical incarnation of Makie's ego, so she was having sex with her love of herself? =)
